Following the poor results of the Writerships in the Civil Service, doubts had arisen as to whether the system of instruction imparted in the Lyceum was responsible for these results. One conclusion enquired if the learning by rote was mainly relied on for the assimilation of knowledge by the students and that the development of the reasoning faculties of the mind had not been adequately cultivated.
