Department: Legal. Crown Advocate is submitting a statement regarding four contracts which Acting Notary to Govt., Notary De Domenico forwarded to the Govt. for approval after being prepared by his clerk but without reading them. Notary is described as labouring from "nervous exhaustion" and in view of which he had applied for sick leave but this slip was not to be allowed to pass unnoticed. Every Head of Dept. is responsible for papers issued under his head and Notary was not justified in forwarding the draft of said deeds for approval on the assumption that they had been properly drafted by a writer without reading them.
